Climate change: ‘I was too optimistic’ — James Hansen

Here’s an opinion piece penned by James Hansen the Director NASA Goddard Institute for Space Studies. Goddard hopes to elevate the level and urgency of the conversation around climate change. Here’s an excerpt:

My projections about increasing global temperature have been proved true. But I failed to fully explore how quickly that average rise would drive an increase in extreme weather.

In a new analysis of the past six decades of global temperatures, which will be published Monday, my colleagues and I have revealed a stunning increase in the frequency of extremely hot summers, with deeply troubling ramifications for not only our future but also for our present.

This is not a climate model or a prediction but actual observations of weather events and temperatures that have happened…

…our analysis shows that, for the extreme hot weather of the recent past, there is virtually no explanation other than climate change.

Answers to the ‘Top American Science Questions’ from President Obama and Mitt Romney

General scientific knowledge is not the purview of Coyote Gulch. We try to confine ourselves to Colorado water issues, including the entire Colorado River Basin, with little opinion or editorializing. However, the presidential candidates’ answers to the questions posed by ScienceDebate.org are important. The collapse of whole ecosystems is imminent with climate change yet our political process disallows discussion of the science. Instead we have polarized factions arguing issues that have been largely settled in the science community. Shameful.

Here’s a breath of fresh air. Both candidates this year have answered the Top American Science questions for 2012. Click through and read them for yourself. Here’s an excerpt:

[ScienceDebate.org Question] 2. Climate Change. The Earth’s climate is changing and there is concern about the potentially adverse effects of these changes on life on the planet. What is your position on cap-and-trade, carbon taxes, and other policies proposed to address global climate change—and what steps can we take to improve our ability to tackle challenges like climate change that cross national boundaries?

We’ll let President Obama go first:

Climate change is the one of the biggest issues of this generation, and we have to meet this challenge by driving smart policies that lead to greater growth in clean energy generation and result in a range of economic and social benefits. Since taking office I have established historic standards limiting greenhouse gas emissions from our vehicles for the first time in history. My administration has made unprecedented investments in clean energy, proposed the first-ever carbon pollution limits for new fossil-fuel-fired power plants and reduced carbon emissions within the Federal Government. Since I took office, the U.S. is importing an average of 3 million fewer barrels of oil every day, and our dependence on foreign oil is at a 20-year low. We are also showing international leadership on climate change, reaching historic agreements to set emission limits in unison with all major developed and developing nations. There is still more to be done to address this global problem. I will continue efforts to reduce our dependence on oil and lower our greenhouse gas emissions while creating an economy built to last.

And now, challenger Mitt Romney’s answer:

I am not a scientist myself, but my best assessment of the data is that the world is getting warmer, that human activity contributes to that warming, and that policymakers should therefore consider the risk of negative consequences. However, there remains a lack of scientific consensus on the issue — on the extent of the warming, the extent of the human contribution, and the severity of the risk — and I believe we must support continued debate and investigation within the scientific community.

Ultimately, the science is an input to the public policy decision; it does not dictate a particular policy response. President Obama has taken the view that if global warming is occurring, the American response must be to slash carbon dioxide emissions by imposing enormous costs on the U.S. economy. First he tried a massive cap-and-trade bill that would have devastated U.S. industry. When that approach was rejected by Congress, he declared his intention to pursue the same course on his own and proceeded through his EPA to impose rules that will bankrupt the coal industry.

Nowhere along the way has the President indicated what actual results his approach would achieve — and with good reason. The reality is that the problem is called Global Warming, not America Warming. China long ago passed America as the leading emitter of greenhouse gases. Developed world emissions have leveled off while developing world emissions continue to grow rapidly, and developing nations have no interest in accepting economic constraints to change that dynamic. In this context, the primary effect of unilateral action by the U.S. to impose costs on its own emissions will be to shift industrial activity overseas to nations whose industrial processes are more emissions-intensive and less environmentally friendly. That result may make environmentalists feel better, but it will not better the environment.

So I oppose steps like a carbon tax or a cap-and-trade system that would handicap the American economy and drive manufacturing jobs away, all without actually addressing the underlying problem. Economic growth and technological innovation, not economy-suppressing regulation, is the key to environmental protection in the long run. So I believe we should pursue what I call a “No Regrets” policy — steps that will lead to lower emissions, but that will benefit America regardless of whether the risks of global warming materialize and regardless of whether other nations take effective action.

For instance, I support robust government funding for research on efficient, low-emissions technologies that will maintain American leadership in emerging industries. And I believe the federal government must significantly streamline the regulatory framework for the deployment of new energy technologies, including a new wave of investment in nuclear power. These steps will strengthen American industry, reduce greenhouse gas emissions, and produce the economically-attractive technologies that developing nations must have access to if they are to achieve the reductions in their own emissions that will be necessary to address what is a global issue.

Meanwhile, here’s an editorial from The Denver Post on the subject. Here’s and excerpt:

According to scientists at the National Snow and Ice Data Center (NSIDC) in Boulder, the ice cap has shrunk to a record extent and likely will continue to do so. An area of ice equivalent to the size of South Carolina is melting each day. That’s about twice the rate observed since 1979.

“As far as the larger scale, when you’re heating up a region of the world, compared to what it used to be, you’re changing the balance of the climate system,” NSIDC research scientist Walt Meier said during a conference call. “Now, your air conditioner is losing coolant, so to speak. It’s not as efficient as it used to be.”

It’s bad news, and it deserves more attention than it has gotten.

Earlier this month, a study co-authored by NASA climate scientist James Hansen concluded that a jump in the number of very hot summers can only be attributable to human-caused global warming.

Hansen linked several severe heat waves and droughts to global warming via statistical analysis.

In an op-ed piece that appeared in The Washington Post, Hansen wrote: “There is still time to act and avoid a worsening climate, but we are wasting precious time.”

South Africa’s foreign minister and chairman of the 194-party conference, Maite Nkoana-Mashabane, told delegates that failure to agree after 16 days of work would be an unsustainable setback for international efforts to control greenhouse gases.

“This multilateral system remains fragile and will not survive another shock,” she told a full meeting of the conference, which had been delayed more than 24 hours while ministers and senior negotiators labored over words and nuances.

Nkoana-Mashabane said the package of four documents, which were being printed as she spoke, were an imperfect compromise, but they reflected years of negotiations on issues that had plagued the U.N. climate efforts.

The 100-plus pages would give new life to the 1997 Kyoto Protocol, whose carbon emissions targets expire next year and apply only to industrial countries. A separate document calls on major emitting nations like China and India, excluded under Kyoto, to accept legally binding emissions targets in the future.

After her brief address, Nkoana-Mashabane adjourned the session. The documents were to be discussed and put up for approval later Saturday. The convention operates by consensus, and the package will not be put up for a vote.

At the end of the gruelling talks the world decided on the “Durban Platform for Enhanced Action”. The two-page document commits all countries to cutting carbon for the first time. A “road map” will guide countries towards a legal deal to cut carbon in 2015, but it will only come into affect after 2020.

Is this a step forwards for the world or backwards?

It depends who you ask. It is a success in terms of keeping the climate change talks on track after it was feared no decision would be reached, making a mockery of the UN process – especially after the collapse of the last high profile talks in Copenhagen in 2009. The EU, who led calls for the so-called “road map” are hailing it as “an historic breakthrough”. The bloc point out that this is the first time that the world’s three biggest emitters: The US, China and India have signed up to a legal treaty to cut carbon.

However it is a failure in terms of the expectations of certain countries, like the small island states, and the charities, who wanted a much stronger agreement. They argue that the legal language needs to be a lot stronger to force countries to act and dates should be brought forward to stop global warming. They point out that carbon emissions will have to peak by 2020 and start to come down for the world to limit temperature rise to 2C.

What about the Kyoto Protocol?

The EU and a few other developed countries have signed up to a second commitment period of the Kyoto Protocol, that ends in 2013. This will ensure that there is still some form of legally binding treaty to cut carbon in place in the interim eight years before the new agreement comes into force at the end of 2020. However most of the developing world and the US remain in voluntary agreements to cut carbon until 2020.

Meanwhile, Dr. James Hansen is warning the the 2 degree celsius target is not enough to head off the disaster of anthropogenic climate change. Here’s a report from Bob Berwyn writing for the Summit Daily News. From the article:

“Limiting human-caused warming to 2 degrees is not sufficient,” Hansen said. “It would be a prescription for disaster … Humans have overwhelmed the natural, slow changes that occur on geologic timescales,” Hansen said. Hansen, along with co-author Makiko Sato, studied how Earth’s climate responded to past natural changes to try and answer one of the fundamental climate science questions: “What is the dangerous level of global warming?”[...]

Based on Hansen’s temperature analysis work at the Goddard Institute for Space Studies, the Earth’s average global surface temperature has already risen .8 degrees Celsius since 1880, and is now warming at a rate of more than .1 degree Celsius every decade. This warming is largely driven by increased greenhouse gases in the atmosphere, particularly carbon dioxide, emitted by the burning of fossil fuels at power plants, in cars and in industry…

Hansen and Sato compared the climate of today, the Holocene, with previous similar “interglacial” epochs – periods when polar ice caps existed but the world was not dominated by glaciers. Studying cores drilled from both ice sheets and deep ocean sediments, Hansen found that global mean temperatures during the Eemian period, which began about 130,000 years ago and lasted about 15,000 years, were less than 1 degree Celsius warmer than today. If temperatures were to rise 2 degrees Celsius over pre-industrial times, global mean temperature would far exceed that of the Eemian, when sea level was four to six meters higher than today, Hansen said…

Two degrees Celsius of warming would make Earth much warmer than during the Eemian, and would move Earth closer to Pliocene-like conditions, when sea level was in the range of 25 meters higher than today, Hansen said. In using Earth’s climate history to learn more about the level of sensitivity that governs our planet’s response to warming today,

Hansen said the paleoclimate record suggests that every degree Celsius of global temperature rise will ultimately equate to 20 meters of sea level rise. However, that sea level increase due to ice sheet loss would be expected to occur over centuries, and large uncertainties remain in predicting how that ice loss would unfold.


Bill McKibben: The physics of Copenhagen

Bill McKibben:

When it comes to global warming, however, [moving by increments] is precisely why we’re headed off a cliff, why the Copenhagen talks that open this week, almost no matter what happens, will be a disaster. Because climate change is not like any other issue we’ve ever dealt with. Because the adversary here is not Republicans, or socialists, or deficits, or taxes, or misogyny, or racism, or any of the problems we normally face — adversaries that can change over time, or be worn down, or disproved, or cast off. The adversary here is physics.

Physics has set an immutable bottom line on life as we know it on this planet. For two years now, we’ve been aware of just what that bottom line is: the NASA team headed by James Hansen gave it to us first. Any value for carbon dioxide (CO2) in the atmosphere greater than 350 parts per million is not compatible “with the planet on which civilization developed and to which life on earth is adapted.” That bottom line won’t change: above 350 and, sooner or later, the ice caps melt, sea levels rise, hydrological cycles are thrown off kilter, and so on.

And here’s the thing: physics doesn’t just impose a bottom line, it imposes a time limit. This is like no other challenge we face because every year we don’t deal with it, it gets much, much worse, and then, at a certain point, it becomes insoluble — because, for instance, thawing permafrost in the Arctic releases so much methane into the atmosphere that we’re never able to get back into the safe zone. Even if, at that point, the U.S. Congress and the Chinese Communist Party’s Central Committee were to ban all cars and power plants, it would be too late.

Oh, and the current level of CO2 in the atmosphere is already at 390 parts per million, even as the amount of methane in the atmosphere has been spiking in the last two years. In other words, we’re over the edge already. We’re no longer capable of “preventing” global warming, only (maybe) preventing it on such a large scale that it takes down all our civilizations.

So here’s the thing: When Barack Obama goes to Copenhagen, he will treat global warming as another political problem, offering a promise of something like a 17% cut in our greenhouse gas emissions from their 2005 levels by 2020. This works out to a 4% cut from 1990 levels, the standard baseline for measurement, and yet scientists have calculated that the major industrialized nations need to cut their emissions by 40% to have any hope of getting us on a path back towards safety.

Climate change: Have we reached the ‘tipping point’ in the Arctic?

Sooner or later, you have to draw a line. We’ve spent the last 20 years in the opening scenes of what historians will one day call the Global Warming Era—the preamble to the biggest drama that humans have ever staged, the overture that hints at the themes that will follow for centuries to come. But none of the notes have resolved, none of the story lines yet come into clear view. And that’s largely because until recently we didn’t know quite where we were. From the moment in 1988 when a NASA scientist named James Hansen told Congress that burning coal and gas and oil was warming the earth, we’ve struggled to absorb this one truth: The central fact of our economic lives (the ubiquitous fossil fuel that developed the developed world) is wrecking the central fact of our physical lives (the stable climate and sea level on which civilization rests). For a while, and much longer in the US than elsewhere, we battled over whether this was true. But warm year succeeded warm year and that fight began to subside…

It was September 2007 that the tide began to turn. Every summer Arctic sea ice melts, and every fall it refreezes. The amount of open water has been steadily increasing for three decades, a percent or two every year—it’s been going at about the pace that the hairline recedes on a middle-aged man. It was worrisome, and scientists said all the summer ice could be gone by 2070 or so, which is an eyeblink in geologic time but an eternity in politician time. In late summer of last year, though, the melt turned into a rout—it was like those stories of people whose hair turns gray overnight. An area the size of Colorado was disappearing every week; the Northwest Passage was staying wide open all September, for the first time in history. Before long the Arctic night mercifully descended and the ice began to refreeze, but scientists were using words like “astounding.” They were recalculating—by one NASA scientist’s estimate the summer Arctic might now be free of ice by 2012. Which in politician years is “beginning of my second term.”[...]

The key phrase, really, was “tipping point.” As in “I’d say we are reaching a tipping point or are past it for the ice. This is a strong indication that there is an amplifying mechanism here.” That’s Pål Prestrud of the Center for International Climate and Environmental Research-Oslo. Or this, from Mark Serreze, of the National Snow and Ice Data Center at the University of Colorado: “When the ice thins to a vulnerable state, the bottom will drop out…I think there is some evidence that we may have reached that tipping point, and the impacts will not be confined to the Arctic region.”

“Tipping point” is not, in this context, an idle buzzword. It means that the physical world is taking over the process that humans began. We poured carbon into the atmosphere, trapping excess heat; that excess heat began to melt ice. When that ice was melted, there was less white up north to reflect the sun’s rays back out to space, and more blue ocean to absorb them. Events began to feed upon themselves. And in the course of the last year, we’ve seen the same thing happening in other systems. In April, the National Oceanic and Atmospheric Administration released a report showing that 2007 had seen a sudden and dramatic surge in the amount of methane, another heat-trapping gas, in the atmosphere. Apparently, one reason is that when we burned all that fossil fuel and began raising the temperature, we also started melting the permafrost—melting eight times more of it in some places over two decades than had thawed for the previous 1,000 years. And as that frozen soil thaws, it releases methane; enough of it now bubbles out to make “hot spots” in lakes and ponds that don’t freeze during the deepest part of the Siberian winter. The more methane, the more heat, the more methane. Wash, rinse, repeat.
